No,  I have talked to several banks,  one bank told me get ACR, Proof of Residency, passport and they would consider

From my experience it is difficult to get an account without an ACR.  My wife and I opened a joint account just last week in Metrobank and it was smooth sailing because i had an ACR.  Same with my lone accounts in Metrobank and BPI.  

Edit: With ACR/Proof of Address and Passport I'm pretty sure you'd get an account no problem.  I think the word "consider" was used loosely by the bank staff.

Tourist, not married,  planning on staying in Phillipines for several years.I  have talked to several banks. One bank wanted $60,000 deposit others said i have to have a Residential ACR. Metro bank said get Tourist ACR, proof of Residence ,passport and they would consider.

I was here in 2020 and had a ACR card......been here 3 months Immigration told me to get ACR near the end of the last 30day visa extension.
