Welcome to the forum Jacker. Are you married to a Filipina?

I moved your question into a new topic as the one you posted in was nearly three years ago.

From my experience it is difficult to get an account without an ACR.  My wife and I opened a joint account just last week in Metrobank and it was smooth sailing because i had an ACR.  Same with my lone accounts in Metrobank and BPI.

Edit: With ACR/Proof of Address and Passport I'm pretty sure you'd get an account no problem.  I think the word "consider" was used loosely by the bank staff.
