Four years active service with the United States Marines.  That doesn't entitle me to an overseas FPO address, since although I'm a US military veteran, I'm not a retired veteran (typically 20 years minimum service).

That is what I thought you meant.  Are you sure that you are not qualified?  If you are not sure, I can ask Jack Walker, who runs RAO Olongapo.  He lives around the corner from me.
