Anybody have an recent/accurate info about an ACR card holder getting an exit clearance?

Have looked on this forum, the net, and the BI website and have found contradictory info all over place.

Two Americans are traveling---one has permanent ACR card and the other is a dual citizen.

Any help would be appreciated.

Are you a 13a visa holder?
If so it can be done at the airport or online. I do mine at the airport, as it allows me to skip any immigration queue. 
A dual citizen doesn’t need exit clearance.

 Surely that would depend on which Passport they entered On?

True. I presumed they entered on a Philippine passport. 
Or maybe they are a dual national child/adult?

To clarify my original post---the two Americans traveling are husband and wife and both used American passports to enter the PI.

Have read that the ECC-B can't be gotten online but can possibly be obtained at your local BOI office. Other comments on the net contradict this.

Some suggest that pics and fingerprints have to be provided for the clearance. Lots of confusion here it would seem. IDK.

Have they stayed in the Philippines longer than 6 months (180 days)? Under that an exit clearance isn’t required. Over that it is and it can be obtained at the airport.

However, since only one of them has an ACR card it sounds like the other one has not been in the country very long. Getting an ACR card is mandatory when applying for the second tourist visa extension (after 59 days in country). 

Just out of curiosity, what do you mean by a “permanent ACR card”? As far as I know they all expire at some point; tourist ACR’s after 1 year and SRRV’s / 13a’s after 5 years.

This means that the ACR card is for a permanent resident. A 13A visa goes along with the ACR card. Wife as I said is a dual citizen.

Both people have been in the PI for several years.
