Same as in the States, redistribution of wealth for those in power to stay in power.

In da Philippines most local Players give modest kick-backs to those that support them. It's part of the culture.

You'll feed him, after you buy him the rod reel and bait, along with the boat motor and truck to tow it with.

 

Remember your motor will also need fuel, oil and service every x hours, also scraping, painting, dry dock, and licenses, taxes must be paid on the gift of the boat.

Now I think we could get this guy a fish for maybe 60-70 years with just that.
