(thats a long shot but worth a try) his friends both there and here. do they have a FACEBOOK or other social media that you can contact? is his bank account(DR) still active? (......long shot...) ... they could give a message for him to contact you. thats all i could suggest. And i written with the embassy in germany, Immigration manila. And facebook. I dont ask the bank account, that is an option.
