When looking for ex pats in an area I have always found a few having breakfast at Mc Do...in several cities. Do you have Mc Donald's or Jollibee down there? Balanga sits there on the corner of Pamapanga and Bataan. But it is not a normal pathway as the common route is San Fernando Pampanga to Subic via the highway or the old highway via Lubao and Guagua Pampanga. Great little place for some brew, darts and billiards.
