Besides the annual calamities due to mother nature, it was the 20 years of dictatorship that bounded the average Filipinos into poverty and the past 20 years after Marshall Law didn't make any difference either with the past 4 or 6 presidents that followed, because the poverty level still doubled since then! The poverty level now stands at 36 million people out of a total population of 95 million today!!! It's still the Philippine Government's fault, by hindering the average Filipinos in finding gainful OFW employment because of all their bureaucratic red tape just to leave the country in order to find work!
I think the OFW system contributes to the poverty more than it alleviates it. Even with the remittances growing every year, more and more people slide into poverty. There are roughly 11 million OFW. If all those people repatriated to the Philippines and were forced to live in the squalor that permeates this country, I think social unrest would follow shortly thereafter. At this point, the only thing that will improve the situation in the Philippines is a complete reset of govt. and the system here including land reform and forfeiture of overseas assets. By sending all those people offshore and portraying them as heroes, the Philippines govt. is able to get rid of about 10% of the population. The ones that are left behind are so much easier to control and exploit.
