The law is quite clear, this privilege is for Philippine senior CITIZENS.  Maybe someday it will happen for expats but I am not going to hold my breath.   And I will definitely not try to obtain one under false pretense.

I found that too.

Here is the confusion.  The document JGF posted has a stamped date at the top that looks like May 2018.  It is May 18th, 2011.

So, my excitement was short lived!

Reminds me of a small museum we visited a few years back.  The guide said that they had many more items in another room but the door was locked and they had lost the key.  I said "I sure hope you find the key"  "Probably not Sir, it was three years ago."

If you read all the posts, the conclusion was it was probably dated 2011 and from there it appears nothing was ever done.
