Don’t know about other visa types, but if you’re staying on a tourist visa you don’t have a choice. I think it’s at second 60 day renewal you have to get one. They come in handy as form of ID that locals know - like if using credit card need to show ID at many stores. Hotels and airlines will also accept them (domestic travel).
