Japan has an entire industry dedicated to tax-free watches, Germany, etc, and the Philippines has Lucerne. This includes online purchases, the problem is the eventual import tax. Anyone that’s been here/or coming here for a while would have seen the difference, more so in Manila and surrounding area’s. Recently I went to a province that I hadn’t been to since before the pandemic and the old clapped out trykes were gone, the province was clean, nearly everyone wore a helmet and shoes. My wife’s nephew’s are police and the days of taking a bribe are just about over, they have a police unit going around trying to bribe the unsuspecting police and instant dismissal and charged if they do. Perhaps I am being a little thick here, but are you saying that the possible advantage for residents is you might buy that diamond ring if you get the VAT refunded but you would not buy it if the VAT was added?
