Because part of the requirements for changing address is getting a Barangay letter and, more importantly, a signed affidavit which is a legal document. I just moved so they must have some window it can be paid in without fines. I did pay a fine, It was based on x number of months from moving date to notification date x something like 250php. From my understanding of the above the notification should be done within a month to avoid fines. What annoyed me most was that I had notified them but the officer said it would be dealt with at renewal and not to bother.
