Yes, I understand these are all exaggerations of what JJ observed but it's been going on a long time.  Probably started with Glam Rock maybe? Fans tend to emulate their heroes. 

I think that was more of a UK thing, although goth did catch on in the US.  During the '90s and early 2000s, "metrosexual" was kind of thing in the US, an excuse for men to be well groomed and manicured.

Definitely a UK thing - no self-respecting cool dude in the 80s would be seen dead in the local disco without at least a bit of eyeliner.
