Lordblacknail Posted September 10, 2012 Posted September 10, 2012 The Dal Rotti near the Southwestern university has the best Indian food that I have found in Cebu, plus it is very inexpensive. The owner is Indian, and we always see lots of Indian medical students there when we go there.
