E g in Dumaguete it was VERY EASY to get - IF paying a lot... :bash: :) Btw - Do anyone know what happened to that local boss official, who was caught for demanding high bribes to write the approvals? Yes and it was a pain in the butt, however, things change so often with BI that my experience of 4 years ago is no longer relevant.
