this should be helpful to prove that he is a native born Philippine citizen

4. he should TRY to get his PHILIPPINE PASSPORT at his location

Thanks! I will try their facebook page. The mother's NSO birth certificate would be easy :)) and she already divorced her jap husband. Left her kids in the PH went back to Japan and was never heard of again, the mum is missing for 19 years. & about the philippine passport, I dont think my friend could get one because Japan doesnt have dual citizenship. If he would apply for a filipino passport he has to renounce his japanese citizenship.

His need of Filipino passport would reduce if he marry a Filipina  :)
