I would say the typical Singaporean has better English language skills than the typical local here - not so much the case in Hong Kong. In fact, around 15 years ago the HK education bureau moved from English instruction to mother tongue instruction (with Mandarin as the 2nd language) so for the younger generation in Hong Kong English is a 3rd language. By most rankings Singapore is ranked No 1 and Philippines No 2 consistently in Asia. In fact, Singapore is also ranked amongst the top few globally.
