Whilst I don't have the in-depth knowledge you may have of such things, it does seem impossible to imagine that what you have described is the norm.  The country would be even more poverty-stricken that currently if the government of the day had to pay for all previous administration staff as well as the current.  It's unfathomable.

Often a barrios current staff have problems getting paid at all---some might go weeks, months w/o a paycheck with no explanation offered.

It would be a real mess if you were to multiply this problem by 2.

Right, and not just by 2 as how far back does the system go? 

Again, just seems beyond the realms of probability that it's such a widespread practice.

 Seems at this time of Year and especially Election time, Many barangays tell us they are overspent ( one has to wonder) :unsure:

Some of this behaviour ( please give nme money I deserve ) by both Imelda and then Pacquio fiving money to all and sundry.

 

Imedla would give out 1000 pes notes from the back of her car ( old Cadillac ).

 

Pacquio  would give out money outside his house in Sarangani. They would line down the street for their P1000 and guards would ensure they could only get the money once. This clip giving out money in Bacolod... thousands of them there for the freebie.

This creates the mentality of " if you have money why not give to us, were mahirap ( poor )
