Sadly as it is as some people see these horrific situations as self entitlement to riches, nice to read there are some shinning stars out there though. I suppose it's become ingrained in the culture here - everyone assumes corruption so if you can't beat them, join them. And, if you're not skimming then that's more for others to skim.
