I started by carrying a pocket pack of tissues for emergencies like that.  I have evolved to carrying 2 packs of tissues (usually someone 'borrows' some) and a handkerchief to use as a table napkin.  It works.

Well that's why I install a bidet. It's just unhygienic just to use paper. But...you do have to dry...
