Visited the local gun store in Tagbilaran, Bohol about 2 years ago. I asked about requirements to be a gun owner, specifically the need to be a Philippines citizen, provide proof of paying Philippines income tax and so on. They scoffed and said all that is needed is permission from the local police chief (presumably a letter).

The place was decorated with graphics depicting all sorts of firearms, but the only kind available was a domestically manufactured pistol.

Hopefully this will bring some facts, instead of hearsay, to the debate about foreigners being able to own guns.

Section 4. Standards and Requisites for Issuance of and Obtaining a License to Own and Possess Firearms

4.1 In order to qualify and acquire a license to own and possess a firearm or firearms and ammunition, the applicant must be: a) a Filipino citizen; b) at least twenty-one (21) years old at the time of the filing of his/her written application to own and possess a firearm or firearms; (c) has gainful work, occupation, or business or has filed an Income Tax Return (ITR) for the preceding year as proof of income, profession, business or occupation.

4.2 For purposes of this IRR, a Filipino citizen shall refer to those who are mentioned in Section 1, Article IV of the 1987 Constitution. Those who are considered with “dual citizenship” pursuant to RA No. 9225, otherwise known as “Citizenship Retention and Reacquisition Act of 2003”, may also enjoy the privilege granted herein provided that they comply with all the standards and requisites set forth therein.

I don't doubt that such local practices exist which is fine until the local police chief changes.  It's not dissimilar to the Senior Citizens discount card which many foreigners have been able to obtain despite not being citizens - great until someone decides it's no longer great.
